There are 3 major political parties in Canada- the governing Liberals, the Conservative Party of Canada and the New Democratic Party (NDP). There are differences in their approach to the immigration policy. Nevertheless, all on the record are in favor of economic immigration.

 There are elections to be held in October for a new federal government that would bring changes to the current immigration policies for Canada.

 Under the Liberals, immigration policies for Canada have followed a direction that has put them in a favorable position for immigration as compared to the current policies of the United States and many European countries. 

Main aspect of their policies was the adoption of increasing immigration targets. They have set the target to welcome more than one million new permanent residents by the end of 2021. 

As also reflect from their name, they are aiming at liberalized immigration policy in order to reduce the time it takes to get Canadian citizenship. They are focusing for reforming medical inadmissibility rules and emphasizing family reunification, among other updates.

In the duration of 4 years in office, important changes has been undertaken to the Express Entry system, which manages the pool of candidates for three of Canada’s main economic immigration categories —  Federal Skilled Worker ClassFederal Skilled Trades Class and Canadian Experience Class.

Since being into power in late 2015, there is a drastic increase in the number of ITAs(Invitation To Apply) through the Express Entry system for Canadian permanent residence from 33,782 in 2016 to 86,023 in 2017 and 89,800 in 2018. 

There are also significant changes that have taken place in the Comprehensive Ranking System (CRS) which is used in evaluation of a candidate’s position in the Express Entry pool. For instance, there is the reduction of additional points awarded for a job offer.

The Conservatives’ original CRS rewarded candidates with a Labour Market Impact Assessment (LMIA)-backed job offer with an additional 600 CRS points — effectively guaranteeing an invitation to apply for Canadian permanent residence.

On the other hand there is no requirement of a job offer for being eligible under Express Entry

There was opposition roar that this approach favoured low-skilled, low-wage labour at the expense of candidates with greater earning potential who would ultimately provide greater economic benefit to Canada. So, in late 2016, the Liberals worked in this direction and lowered the points awarded for a job offer to a maximum of 200. This proved to be beneficial for the candidates with higher human capital scores, which include age, proficiency in English and French, education, and skilled work experience.

In 2016, cooks and food service supervisors were witnessed among the top five occupations of candidates invited through Express Entry . In 2017, they were bypassed for their fourth and fifth place rankings to financial auditors and accountants and administrative assistants. They were dropped to 28th and 14th, respectively.


While they have yet to provide a more extensive outline of their immigration platform, the Conservatives say they are for a “fair, orderly and compassionate” immigration system that would emphasize both an immigrant’s ability to become self-sufficient and Canada’s labour market needs.

NDP has never formed the government. But they may hold the balance of power in a minority government. In this way, they might contribute for shaping up the immigration policy. They are the third major political party in Canada.

Their views emphasize compassion for immigrants and favourable positions on issues like family reunification. They are best known for pushing for universal health care for all Canadians.

Green Party 

Although Green Party two seats in Canada’s Parliament, they may be a surprise contender in October. They have assures that they would take action to eliminate the valuation of foreign credentials for immigration purposes. Their views are based on the belief that Canada is “a just, fair, and open country” and the belief that new Canadians “are a source of incredible skills and potential for our country.” 

The position for mounting shortages across the country and broad public support for the economic benefits of immigration is likely to be maintained for Canada.
