  • PNPs requiring an active Express Entry profile, and
  • PNPs that you may apply  for independently of all other immigration programs.

When you get an invitation to apply for Permanent Residence directly through Express Entry programs, like the popular Federal Skilled Worker (FSW) program, only one application is required to be submitted. Here the application for Permanent Residence is submitted directly to the federal immigration agency and all processing is done solely by the Federal government. 

When you opt to immigrate to Canada through a Provincial Nominee Program, you are required to submit two separate applications. First, there is submission of an application to the provincial immigration agency, and, second, an application to the Federal immigration agency.

Both applications are required to be completed and approved in order for an applicant to receive Permanent Residence. But the process for application and the processing time differs depending on which PNP stream a person chooses.

1 - PNPs that need an active Express Entry profile

Most of the provinces operate Provincial Nominee Programs which have Express Entry streams, where an applicant must first have an active Express Entry profile in order to apply to the PNP.

Here each of these Express Entry PNP streams has their own set of eligibility criteria which differ greatly from one to another. There are many provinces that need a job offer in order to apply to their PNP, the following provinces operate Express Entry streams which do not require a job offer: Nova Scotia, New Brunswick, Ontario, Manitoba, and Saskatchewan.

2 - Non-Express Entry Provincial Nominee Programs

Provincial Nominee Programs (PNPs) that not aligned with the Express Entry program require some sort of connection to the province, which may be in the form of a job offer, education in paste in the province, or a trade certificate for the province.

Those living outside of Canada who don’t have a connection to a Canadian province, there are only a handful of PNPs for which they may be eligible. One of the more popular programs that suits that is the Saskatchewan International Skilled Worker: Occupation In-Demand program.

Choosing to apply for specific PNPs, comparing your options and completing an application  in each province even as you continue your Express Entry application can be an uneasy task.
