Permanent residence refers to an individual who has immigrated to Canada and who has been given permanent resident status in Canada. A permanent resident is not a citizen of Canada, but of another country.

Before becoming a Canadian Citizen, first have to be a Canadian permanent resident. In fact, the end result of every Canadian immigration program (including provincial pathways like PNPs or Quebec Immigration) is Canadian permanent residence.

  1. Access to the same social benefits as any Canadian citizen, including healthcare coverage;

  4. The right to apply for Canadian citizenship.

A Canadian PR holder also shares many of the social responsibilities of Canadian citizenship, such as paying taxes and abiding by Canadian laws. The major difference between Canadian PR holder and Canadian Citizen is that Canadian permanent residents cannot vote.

There are also a few restrictions against permanent residents holding certain government positions that require high-level security clearance. Whenever a permanent resident want to travel outside the country, they are not offered a Canadian passport.  They can do so on a valid PR card, or on a Permanent Resident Travel Document (PRTD), and their passport from their country of citizenship.

PR cards have a validity period. For that sake, they are renewed regularly. When your PR card expires, you don’t automatically lose your permanent resident status. In order to maintain your permanent resident (PR) status, you are required to meet certain residency requirements.

 As a PR holder, you are to live outside of Canada. You are required to live in Canada for at least two years in a five-year period. You may lose your status when you live in Canada for the time longer the above mentioned. However exceptions do exist. For instance, time spent outside Canada while accompanying a spouse or common-law partner or parent who is a Canadian citizen can be counted towards residency. Time will also be taken into account or counted in PR if you are assigned to a position outside Canada by a Canadian business. You do not automatically lose permanent residence status even when you fail to meet residency requirements. If you go through a formal process, then only you can lose your status for Canada PR.

So, what is the difference between permanent residence and Canadian citizenship? The main difference is that before someone can become a citizen, they must first become a permanent resident.

Being a Canadian citizen, they can apply for a Canadian passport and can freely participate in Canadian politics.

Other than the ability to participate in Canadian politics, the most significant difference between permanent residence and citizenship is that permanent residence must be maintained. Once you are a Canadian citizen, you do not need to do anything to maintain your citizenship. You can only lose your Canadian citizenship if you choose to renounce it.
